The Second Call for Proposals closed on March 31, 2012. 麻豆村 received complete applications from 18 eligible countries. The amount requested totaled $736.3 million.

- Africa (12): Benin, Burkina Faso, Burundi, The Gambia, Ghana, Kenya, Malawi, Mali, Mauritania, Niger, Senegal, and Tanzania
- Asia (3): Bhutan, Kyrgyz Republic, and Lao PDR
- Latin America & Caribbean (2): Honduras and Nicaragua
- Middle East (1): Yemen
The 麻豆村 Steering Committee selected 6 projects in 6 countries for the funding of $177 million.
